Ogun State Governor, Prince Dapo Abiodun, has approved a pivotal career advancement for graduate primary school teachers on the Tutor Cadre, promoting them from Grade Level (GL) 16 to GL 17. This decision, announced in a statement by State Head of Service, Mr. Kehinde Onasanya, targets stagnation at the cadre’s peak and aims to reignite motivation among educators.

The promotion affects hundreds of qualified teachers across Ogun’s primary schools, with the State Universal Basic Education Board (SUBEB) directed to implement it with immediate effect. Mr. Onasanya highlighted that the move stems from a comprehensive review of career progression frameworks, designed to elevate service delivery and learning outcomes in basic education.

In a parallel development, the governor endorsed a consolidated salary structure for Head-Teacher Generals, effectively upgrading their status and remuneration. This dual policy reinforces Ogun’s ambition to position itself as Nigeria’s education hub, a cornerstone of the administration’s ISEYA pillars—Infrastructure, Social Welfare and Wellbeing, Education, Youth Development, and Agriculture.

Boosting Teacher Morale Amid Reforms

Education stakeholders have welcomed the initiative as a timely intervention. Recent reports indicate Ogun has over 1,000 graduate teachers eligible for this uplift, many of whom had languished at GL 16 due to outdated progression limits. “This addresses a long-standing grievance,” Onasanya noted, adding that it aligns with broader reforms, including the recent recruitment of 5,000 teachers and massive classroom rehabilitations.

Since assuming office in 2023, Governor Abiodun’s administration has invested heavily in education. Key milestones include distributing over 100,000 free exercise books annually, digitalizing school management via the Ogun State Education Information Management System (OSEIMS), and partnering with development agencies for teacher training. These efforts have improved Ogun’s basic education rankings, with SUBEB schools recording higher pupil enrollment and pass rates in national assessments.

The Head of Service urged beneficiaries to redouble efforts in service delivery, emphasizing the administration’s zero-tolerance for truancy or underperformance. “Progressive policies like this demand reciprocal commitment,” he stated.

Reactions and Broader Impact

Teacher unions, including the Nigeria Union of Teachers (NUT) Ogun Chapter, have praised the approval. NUT Chairman, Comrade Ajibola Raji, described it as “a game-changer for primary education,” predicting reduced attrition and better classroom engagement. Analysts link the policy to Ogun’s competitive edge, with the state hosting more WAEC/NECO centers per capita than neighbors.

This announcement comes amid national debates on teacher welfare, where federal interventions lag. Ogun’s proactive stance underscores its leadership, potentially setting a benchmark for other states.

Governor Abiodun reiterated his administration’s focus on human capital development. “Education is the bedrock of progress. We will continue to empower our teachers to deliver world-class learning,” he said via aides.

As SUBEB rolls out the changes, eyes remain on implementation timelines and potential extensions to non-graduate cadres.
