Brazil Outlaws Sports Betting in Shock Pre-Election Move

​BRASÍLIA — In a dramatic policy reversal, Brazilian President Luiz Inácio Lula da Silva has signed a provisional measure outlawing online sports betting and digital casino platforms nationwide. Announced alongside Finance Minister Dario Durigan, the sweeping ban takes immediate effect just days before a fiercely contested presidential election.

​The abrupt crackdown dismantles a legal framework established less than two years ago. Under the new directive, betting platforms have until October 5 to allow users to withdraw their remaining balances. By October 6, network providers and app stores must block all legal betting applications and websites across the country. Furthermore, new advertising contracts have been banned instantly, with existing corporate sponsorships set to expire shortly after the polls.

​President Lula defended the drastic step as a necessary medical intervention for a society plagued by financial ruin, comparing the industry to a malignant tumor. Government figures indicate that more than 60 billion reais ($11.5 billion) flowed from struggling households into digital betting platforms since the market was officially regulated.

​”We brought the casino into people’s homes,” Lula stated during the announcement. “It is in the kitchen, it is in the living room. Either we remove the tumor, or it kills us.”

​The decision has triggered intense backlash from sports institutions and industry stakeholders. Major football clubs, including powerhouse Flamengo, warned that stripping away primary jersey sponsors deals a heavy blow to professional sports, youth academies, and minor leagues alike. Meanwhile, industry groups like the National Association of Games and Lotteries (ANJL) argued that a total prohibition will only drive anxious punters toward unregulated, underground black markets while costing the government billions in tax revenue.
