Deputy Commander General (DCG) Joseph Ogirima Icha, a key figure at Nigeria’s National Drug Law Enforcement Agency (NDLEA), has been appointed as the Director of International Counter Narcotics Training by the International Police Academy (IPA). This honorary appointment recognizes his exceptional contributions to law enforcement, security, and academia. The appointment also highlights the shared global effort to combat drug abuse and trafficking through international training and collaboration.
About the Appointee and NDLEA’s Role
DCG Joseph Ogirima Icha currently serves as the Director of Training and Manpower Development at the NDLEA’s headquarters in Abuja. His work has been crucial in enhancing the skills and knowledge of the agency’s personnel through advanced training programs and partnerships with international organizations. His efforts align with the NDLEA’s ongoing reforms to meet global best practices in drug law enforcement.

The International Police Academy, based in New York, is a globally respected institution with a presence in over 140 countries. It focuses on providing advanced education and research opportunities for law enforcement officers, military personnel, and civilians worldwide.
Acknowledging a National Achievement
The appointment was officially recognized in a certificate signed by IPA President, Shuaib Adam, and Executive Director/CEO, Dr. Alexander Jan. The certificate acknowledges Icha’s “distinguished contributions to law enforcement, security, and academic advancement.”
In a congratulatory message, the Chairman/Chief Executive of the NDLEA, Brig. Gen. Mohamed Buba Marwa (Rtd), praised the appointment as a significant achievement not only for Icha but for the entire agency and the country. He described it as a “clear testament to the professionalism, commitment and international relevance of NDLEA officers,” and noted that it reflects the international community’s recognition of Nigeria’s recent progress in drug law enforcement under President Bola Ahmed Tinubu’s administration.
Marwa also urged Icha to use his new position to further project Nigeria’s commitment to international best practices and to promote capacity building for law enforcement officers from other nations facing similar challenges.
